Phase 1: Application & Initial Design

Start the Conversation

Before finalizing your plans, we encourage you to schedule a Pre-Design Meeting with CCUA Development Services and Engineering staff. Early coordination helps identify utility requirements, potential challenges, and project expectations before detailed design begins.

Submit Plans

When your design is ready, submit three sets of signed, sealed, and dated plans prepared by a licensed professional engineer to Development Services in accordance with CCUA requirements.

Required Documents:

  • Application for Service Form
  • Legal description of the property
  • Copy of the Warranty Deed
  • Permit Applications for Water and Sewer (if applicable)
  • Supporting calculations document(s)

Phase 1: Application & Initial Design

Phase 2: Plan Review and Approval

Plan Review & Approval:

CCUA staff will review submitted construction drawings, calculations, and permit applications for general conformance with Florida Department of Environmental Protection (FDEP) requirements and CCUA standards, specifications, and utility design requirements.

Resubmittal:

If revisions are required, review comments will be issued for correction and resubmittal prior to final plan review approval.

Phase 3: Agreement & Permitting

Developer Agreement

Once the planning and design plans are approved, CCUA will prepare a Developer Agreement with the property owner outlining the terms and conditions associated with providing utility service(s) to your project. The agreement will also include the applicable rates, fees, and charges associated with the project.

Permits

Upon execution of the Developer Agreement and payment of all applicable fees, utility construction permits may be issued. For projects containing water and wastewater mains 12 inches and smaller, CCUA will issue the required utility construction permits directly. Projects containing mains greater than 12 inches will require permitting through the Florida Department of Environmental Protection (FDEP).
FDEP permit applications and additional permitting information can be found on the FDEP website at www.floridadep.gov.

Pre-Construction Meeting

Prior to the start of construction of the utility system, a Pre-Construction Meeting will be scheduled with the project representatives, developer, contractor, and the assigned CCUA inspector. Issuance of the utility construction permits will trigger this coordination meeting. CCUA staff will contact the project team upon permit issuance to coordinate scheduling.

Construction & Inspection

A CCUA inspector will be assigned to the project, providing contractors with a single point of coordination throughout the construction and inspection process. The inspector will verify that all utility infrastructure is installed in accordance with the approved plans, permits, and CCUA standards and specifications. Inspections will be conducted at key phases of construction to help ensure compliance and support a successful project closeout.

Project Closeout

Prior to placing the utility system into service and final acceptance by CCUA, the project must successfully complete all required inspections, testing, and closeout requirements. Final signed and sealed as-built drawings, certifications, warranty documents, and all required closeout documentation must be submitted and approved by CCUA.
Once the project has received final acceptance and the utility systems are approved for their intended use, meters may be requested and services activated in accordance with CCUA requirements.
