Clay County Utility Authority’s Development Services Department works with developers, engineers, and contractors to plan and construct water, wastewater, and reclaimed water infrastructure that will serve Clay County’s growing community.

Our team reviews construction plans, coordinates utility service availability, inspects utility construction, and manages the acceptance of new utility infrastructure.

We work closely with the development community to help projects move forward efficiently while ensuring all utility infrastructure meets Clay County Utility Authority (CCUA) standards and protects the long-term reliability of the utility system.

Phase 1: Application & Initial Design

Start the Conversation

Before finalizing your plans, we encourage you to schedule a Pre-Design Conference. This allows Development Services and Engineering staff to review the project concept early and help identify any potential requirements before detailed design begins.

Submit Plans

When your design is ready, submit three sets of signed, sealed, and dated plans prepared by a licensed professional engineer to Development Services in accordance with Clay County Utility Authority (CCUA) requirements.

Required Documents:

  • Application for Service Form
  • Legal description of the property
  • Copy of the Warranty Deed
  • Permit Applications for Water and Sewer

Review Process:

Clay County Utility Authority (CCUA) Engineering will review submitted plans to ensure they meet Clay County Utility Authority (CCUA) standards and design requirements.

Resubmittal:

If revisions are needed, review comments will be provided and resubmittal may be required prior to approval.

Phase 3: Agreement & Permitting

Developer Agreement

Once plans are approved, Clay County Utility Authority (CCUA) will prepare a Developer Agreement outlining the terms and conditions associated with providing utility service to the project.

Permits

After the Developer Agreement is executed and any applicable fees are paid, construction permits will be issued where applicable.

Pre-Construction Meeting

Prior to the start of construction, a meeting will be scheduled with the developer and Clay County Utility Authority (CCUA) inspectors.

Construction & Inspection

All work must be completed in accordance with the approved plans and Clay County Utility Authority (CCUA) standards. Inspections will be conducted at key stages of construction.

Phase 5: Project Closeout & Warranty

Project Closeout

As-built drawings, certifications, and required documentation must be submitted for review prior to placing the system into service.

Warranty

Upon acceptance of the infrastructure, a two-year maintenance bond or warranty period will begin.
