Industrial Pretreatment Program
CCUA’s Industrial Pretreatment Program monitors and regulates wastewater discharges to protect our treatment facilities, staff, and the environment. If your business produces wastewater that may contain industrial or chemical by-products, you may need a CCUA Pretreatment Permit.

Commercial Backflow & FOG Program
To maintain water quality and prevent plumbing disasters, CCUA enforces two key programs for commercial customers. These programs ensure that private business operations do not negatively impact the public water supply or sewer system.
Backflow Prevention Commercial properties must have approved backflow prevention assemblies to stop contaminated water from flowing back into the potable water system.
- Requirement: Annual testing by a State-Certified Backflow Tester.
- Reporting: Test results must be submitted to the CCUA Backflow Prevention Administrator.
Fats, Oils, and Grease (FOG) Control Restaurants and food-service businesses are required to maintain grease traps or interceptors to prevent clogs and sewer overflows.
- Requirement: Maintain regular cleaning schedules and keep maintenance logs.
- Inspections: CCUA performs site inspections to ensure compliance.
Fire Hydrant Meters
CCUA provides temporary fire hydrant meters for contractors, developers, and businesses needing short-term water access for construction, street cleaning, or irrigation.
How to Rent a Meter
- Complete a Fire Hydrant Meter Application.
- Pay the required deposit and rental fee.
- Schedule meter installation with CCUA.
- Return the meter in good condition to receive your deposit refund.
Note: All water used is metered and billed at the standard commercial rate. Unauthorized hydrant use is prohibited.
